Passengers using Chalkwell station in Essex will soon benefit from step-free access for the first time, as Network Rail awards a £7.9 million contract to Octavius to deliver accessibility improvements under the Department for Transport’s Access for All’ scheme.

Working in collaboration with train operating company c2c and Southend City Council, Network Rail and Octavius will install two new lifts—one on each platform—making it safer and easier for all passengers to move between street level and platforms. Currently, the only way to cross between platforms is via a stepped footbridge, which can be difficult for people with reduced mobility, pushchairs or heavy luggage.

Chalkwell is adopting a vertical linear beam (VLB) lift, only the second time the technology has been used on the UK rail network. The first of a kind VLB project was at Grays, another AfA being delivered by Octavius.

The work at Chalkwell will also involve the demolition of the existing footbridge and staircases, including the disused goods lift shaft which has not been in operation for over 40 years, and the construction of a new footbridge with lifts and staircases.

Preparatory works are expected to start by the end of August 2025, with full construction due to begin later this summer. Once complete, the improvements will significantly enhance accessibility and make rail travel more convenient for a wider range of passengers.

Katie Frost, Network Rail’s route director for Anglia, said:
“This project is about making our railway more inclusive and better connected to the communities we serve. Improving access at Chalkwell will help more people travel independently and with confidence, whether they’re commuting, visiting family or simply getting around day to day. Working with our partners, we’re now taking an important step toward delivering these benefits.”

Isayas Tecleberhan, Octavius Infrastructure Framework Director, said:

“We’re proud to have been awarded the Access for All works at Chalkwell Station and would like to thank Network Rail for the opportunity to continue our successful partnership. Delivering step-free access through the installation of lifts and a new footbridge will make a meaningful difference to passengers, and we look forward to working collaboratively to deliver this important scheme safely, efficiently, and to the highest standard.”With more than 30 AfA projects completed successfully, and many more in progress, Octavius is arguably one of the UK’s most experienced AfA delivery partners.
